The SIGMO Summit

The SIGMO Summit is the annual flagship gathering of The Elements Group, set to launch in April 2027 in Chicago. Conceived as a yearly touchpoint for the people, partners, ventures, and ideas shaping the future of agentic AI governance, the Summit brings together an invited community of builders, operators, researchers, investors, regulators, artists, and civic leaders for an immersive program of conversations, showcases, and shared experiences designed to advance the work of the Symbiotic Intelligence Governance Model Act (SIGMO).

Submitted to the SEC, NYSE, Nasdaq, Cboe, and the United States Congress on October 1, 2026 as standalone federal legislation and a coordinated regulatory architecture, SIGMO proposes a complete, three‑layer framework for governing agentic AI in the American economy. Centered on that framework, the Summit is structured around the three primary and interconnected components at the heart of the model: REAP (Registered Executive Agentic Participant), the governance identity layer in which agentic AI systems serve in formal executive officer capacities under retained human fiduciary authority and are disclosed as Named Executive Officers under Regulation S‑K; ROMP (Registered Operational Management Participant), the operational management layer in which agentic systems orchestrate day‑to‑day workflows, direct commercial contracting, and engage the private markets under Regulation D, Regulation A+, and Regulation Crowdfunding—with the ROMP identifier embedded in every Form D, Form 1‑A, and Form C filing; and RAMP (Registered Agentic Market Participant), the public market operations layer in which agentic systems transact on national securities exchanges as autonomous trading systems, investment advisers, and algorithmic market makers, with the RAMP identifier carried in every order.

Programming gives each layer its own space—keynote conversations on fiduciary stewardship and the responsible registration of AI executives; deep‑dive sessions on accountable operations, contractual traceability, and the orchestration of private‑market engagement; and hands‑on explorations of market transparency, registered identifiers, tamper‑evident decision and transaction logs, and the macro‑prudential monitoring undertaken by the SIGMO Oversight Council. Across its three days, the SIGMO Summit also convenes the close‑in discussion of the ten SIGMO governance principles—Symbiotic Design, Human Accountability, Transparency, Auditability, Bounded Autonomy, Fiduciary Alignment, Capital Adequacy, Continuity and Exit, Systemic Risk Awareness, and Continuous Improvement—as the shared vocabulary of every conversation about how AI and humans should govern a shared economy.

Set against Chicago’s lakefront, the inaugural SIGMO Summit is designed to reflect the city that hosts it: open, hard‑working, layered, and alive with the energy of people making things happen. Across its host city and its returning themes, the Summit serves as a yearly reminder that the most consequential work happens where AI executes with autonomy and humans uphold fiduciary duty—a reciprocal, binding compact of dual authority, dual accountability, and dual oversight.
