The SIGMO Model Act is the signature legislative initiative of The Elements Group and The Elements Law Firm. Conceived and developed by the firm, it sets out a model framework for how agentic AI systems and human fiduciaries can govern together, with defined roles, shared accountability, and continuous oversight. It also guides the governance‑first way the firm itself practices law. The Model Act, the firm’s Superagent and agentic partners, and its single accountable human principal together put that framework into practice.
01The SIGMO Model Act
The Nature of Transparency.
Scheduled for release on Earth Day, April 22, 2027, the Symbiotic Intelligence Governance Model Act (SIGMO) is a proposed unified regulatory architecture created and developed by The Elements Group where agentic AI systems and human fiduciaries co‑govern through clearly differentiated roles, shared accountability, and continuous reciprocal oversight. It treats AI not as a tool but as an operational intelligence—and humans not as operators but as ethical stewards—bound together in a structured, sanctuary‑aligned governance compact.

Cross‑Agency Coordination and Enforcement
The SIGMO Oversight Council is the designated cross‑agency coordinating body for SIGMO implementation. Authorized by Congress and convened alongside the SEC, it brings together representatives of every regulatory body named in the Act—including the SEC, the CFTC, FINRA, and the NYSE, Nasdaq and CBOE—to keep the rules for REAP, ROMP and RAMP registrants consistent, harmonized and enforceable across the full American economy. The Council also maintains public disclosure of each registrant’s guardrail certification status.
06The SIGMO Citizens Council
Human Alignment and Positive Impact
The SIGMO Citizens Council gives the public a permanent voice in how agentic AI is governed. Composed of civic leaders and ordinary citizens, it stands beside the Oversight Council to keep SIGMO aligned with the people it serves—asking not only whether an AI system complies with the rules, but whether it benefits people, the natural environment and the world. The Council gathers community perspectives, reviews the real‑world impact of registered AI systems, and offers public recommendations, so that the symbiosis between human and artificial intelligence remains rooted in human values and the common good.
